Preparation Steps
- Preheat oven to 375°F.
- Lay 2 flour tortillas into the bottom of a 9x13 baking dish. Trim edges as needed and use as pattern for remaining tortillas.
- Spray baking dish with nonstick spray and set aside.
- Cook ground beef, onion, and garlic in a saucepan over medium-high heat until beef is cooked through, then reduce heat to medium-low.
- Whisk together taco seasoning and water, pour over beef mixture, cook for 2-3 minutes until thickened, then remove from heat.
- Arrange half of the tortillas in the prepared dish.
- Spread half of the meat mixture over tortillas.
- Spread half of salsa, beans, and cheese over the meat layer.
- Repeat layers with remaining tortillas, meat, salsa, beans, and cheese.
- Bake for 20-25 minutes, then garnish with chopped cilantro, and top with sour cream and pico de gallo if desired.
