- Preheat oven to 400°F. Spread cauliflower on a parchment-lined baking sheet, lightly spray, and roast for 30 minutes. Cool, then blend with 1 cup chicken broth until smooth. Season with salt and pepper.
- Cook ground beef in a large skillet over medium-high heat until browned. Transfer to a paper towel-lined tray.
- Add onion, garlic, and peppers to the skillet; cook for about 3 minutes. Add cumin and paprika; cook for 1 minute. Stir in beef, remaining chicken broth, tomatoes, olives, and vinegar; cook for 6 minutes until thickened. Season with salt and pepper.
- Spread cauliflower puree over beef mixture evenly in a baking dish.
- Cover with foil and bake for 20 minutes. Remove foil and bake for an additional 10 minutes. Serve hot.
