  • 0.666 cup uncooked rice
  • 1 teaspoon chili powder
  • 1 teaspoon garlic powder
  • 1 teaspoon kosher salt

  • 24 ounces crushed tomatoes
  • 15 ounces tomato sauce
  • 2 tablespoons white wine vinegar
  • 0.33 cup light brown sugar

Preparation Steps
  1. Preheat the oven to 350°F. Spread the cabbage across the bottom of a 9x13 inch dish. In a large skillet, cook the ground beef with chopped onion over medium heat until browned.
  2. Drain excess grease from the skillet. Add uncooked rice, chili powder, garlic powder, salt, and pepper to the beef mixture. Stir in crushed tomatoes. Spread the mixture evenly over the cabbage in the baking dish.
  3. Mix together tomato sauce, brown sugar, and white wine vinegar. Pour this sauce over the beef and cabbage layers. Cover with foil and bake for 90 minutes. Uncover and let rest for 5-10 minutes before serving.
