  1. Preheat the oven to 350°F. Line a baking sheet with parchment paper.
  2. In a large bowl, mix cake mix, water, cocoa powder, oil, food coloring, eggs, and vanilla. Beat until just combined.
  3. Spoon batter onto the lined baking sheet, about 2 tablespoons per cookie, spacing them apart.
  4. Bake for 8 minutes, then let cool on the baking sheet for 1 minute before transferring to a wire rack.
  5. Prepare buttercream frosting by beating butter until fluffy, then adding vanilla, powdered sugar, milk, and food coloring. Mix until smooth.
  6. Assemble by spreading frosting on one cookie and topping with a second cookie. Repeat with remaining cookies.
